I want to be able to change the hue, greyscale nd sepia... as well as cut certain things out of photos to create a collage... have used a few before not looking for anything to complex must be freeware... HELLPPPP PLEEAASE
Try out GIMP (GNU Image Manipulation Program). It's has virtually all Adobe Photoshop's editing prowess - only that it's free software [Open Source].
Easiest, best, and free are typically mutually exclusive properties. Tune down your demands, and specify along what metrics you'd like us to measure the 'bestness' of photo editing software, and we may be able to help you.
Picassa and Gimp are great free photo editors. The best photoediting is off course adobe photoshop. At adobe.com you can get a free trial for a month which is worth a try. To download Gimp or Picassa I would use download.com
