Need a video editor that lets me edit the video and audio tracks seperately?

I got some episodes of FLCL dubbed in English, but the dubs start too late. I need a free (if possible) video editing software that'll let me move the audio track back so that it'll sync up with the video correctly. A cheap editing software that does this would work as well, but I'm looking to spend as little as possible. flv to mp4 converter You can do this with VirtualDub, but correcting poorly synced audio tracks can be a real pain in the posterior.
